The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (20 USC 1092 (F)) is the landmark federal law, originally known as the Campus Security Act. The security of all members of the campus community is of paramount concern to Aquinas College. Each year the College publishes an annual report outlining security and safety information and crime statistics for campus. This report provides suggestions regarding crime prevention strategies and important policy information about emergency procedures, reporting of crimes, Campus Safety services on campus and information about support services for victims of sexual assault. The report also contains information about the College's policy on alcohol and other drugs.

Campus Safety Authorities (CSAs)

Helping Keep Our Community Safe

At Aquinas College, safety is a shared responsibility. Some employees are designated as Campus Security Authorities (CSAs) under the Jeanne Clery Act because of their roles in student and campus life.

CSAs are employees who have significant responsibility for student and campus activities, such as:

  • Campus Safety officers and staff
  • Student Affairs and Residence Life staff
  • Coaches and athletic staff
  • Advisors to student clubs and organizations
  • Faculty or staff leading student trips or programs

If you regularly work with students outside the classroom, you may be a CSA.

CSAs do not investigate incidents. Their role is to listen and report possible Clery-reportable crimes to the Campus Safety Office.

Reporting helps Aquinas:

  • Issue timely safety warnings when needed
  • Maintain accurate Clery Act statistics
  • Ensure individuals receive appropriate support and resources

If you become aware of a potential Clery-reportable incident:

When in doubt — report it. Campus Safety will determine if it meets Clery reporting criteria.

Every CSA report strengthens campus safety, ensures federal compliance, and supports those affected by crime.  Together, we maintain a transparent, caring, and informed Aquinas community.

The Jeanne Clery Act requires colleges to collect and report certain crimes that occur within specific geographic areas known as Clery geography. These locations determine which incidents must be included in Aquinas College’s annual security statistics.

Aquinas College is committed to maintaining full compliance with the federal Clery Act and ensuring that all designated Campus Security Authorities (CSAs) are trained and informed of their responsibilities each year.

The College’s goal is to achieve a 100% annual training completion rate for all identified CSAs. A minimum threshold of 90% completion is maintained as the compliance benchmark, with targeted follow-up and additional training opportunities provided to ensure all CSAs are fully prepared to fulfill their reporting duties.

Training records are monitored and retained by the Campus Safety Department in coordination with the Office of Student Affairs to document institutional compliance and readiness.

Why Clery Geography Matters

Understanding these boundaries ensures that Aquinas College:

  • Accurately reports and classifies incidents in its Annual Security and Fire Safety Report
  • Issues timely warnings when safety threats occur in Clery-reportable areas
  • Maintains transparency and compliance with federal Clery Act requirements

Includes all buildings and property that are part of the main Aquinas College campus, such as:

  • Academic buildings
  • Residence halls and apartments
  • Libraries, athletic facilities, and dining areas
  • Campus green spaces, sidewalks, and parking lots

Example: A theft reported in the Wege Center or a residence hall counts as an on-campus incident.

This subset of on-campus property includes all residential facilities owned or controlled by Aquinas College and used by students. Crimes occurring in or around residence halls are included both in the “On-Campus” and “On-Campus Student Housing” statistics.

Includes property or buildings that:

  • They are owned or controlled by Aquinas College.
  • Frequently used by students.
  • They are not within the main campus boundaries.

Examples:

  • Off-campus athletic or academic sites are regularly used by students.
  • College-leased or owned facilities used for official programs or student trips.

Covers public areas immediately adjacent to and accessible from campus, such as:

  • Public sidewalks and streets bordering the campus
  • Public parking areas next to campus grounds

Example: An incident on Robinson Road or near the campus entrance on Plymouth Avenue would fall under public property.


Clery Reportable Crime Definitions

What Must Be Reported Under the Clery Act

The Jeanne Clery Act requires colleges and universities to collect and publish statistics for specific types of crimes that occur within their Clery geography. Below are the primary Clery-reportable crime categories and brief definitions used in Aquinas College’s reporting.

  • Murder / Non-Negligent Manslaughter: The willful (non-negligent) killing of one human being by another.
  • Negligent Manslaughter: The killing of another person through gross negligence.
  • Sex Offenses (Rape, Fondling, Incest, Statutory Rape): Any sexual act directed against another person without consent, including where the victim is incapable of giving consent.
  • Robbery: Taking or attempting to take something of value by force, threat, or intimidation.
  • Aggravated Assault: Causing serious bodily injury or using a weapon during an attack.
  • Burglary: Unlawful entry into a structure to commit theft or another crime.
  • Motor Vehicle Theft: Theft or attempted theft of a motor vehicle.
  • Arson: Any willful or malicious burning of property.

  • Domestic Violence: Violence committed by a current or former spouse, intimate partner, or household member.
  • Dating Violence: Violence committed by a person who is or has been in a romantic or intimate relationship with the victim.
  • Stalking: A pattern of behavior directed at a person that would cause fear or emotional distress.

Any of the above crimes — or incidents of intimidation, vandalism, larceny-theft, or simple assault — that show evidence the victim was targeted because of race, religion, sexual orientation, gender, gender identity, ethnicity, national origin, or disability.

Clery reporting also includes arrests and referrals for campus disciplinary action involving:

  • Weapons law violations
  • Drug abuse violations
  • Liquor law violations

These categories ensure consistent national reporting and help Aquinas College provide a transparent, accurate picture of campus safety.

All Clery-reportable incidents are reviewed by Campus Safety and included in the Annual Security and Fire Safety Report.

Support, Safety, and Reporting Resources at Aquinas College

If you or someone you know experiences sexual assault, dating or domestic violence, stalking, or another Clery-reportable crime, Aquinas College is committed to providing care, safety, and support.
You have rights and options — whether or not you choose to make a formal report.

  • Get to a safe place.

  • Call 911 if there is immediate danger or injury.
  • Seek medical care at a local hospital or health center, even if no injuries are visible.

You may choose to report an incident to:

  • Aquinas College Campus Safety – for on-campus response and safety measures
  • Local law enforcement – for criminal investigation
  • The Title IX Office – for options under College policy

You can also file a Clery Reporting Form if you are a CSA or wish to notify the College without a full investigation request.

You have the right to decide whether or not to involve law enforcement or campus authorities. Aquinas will support your choice.

Hazing Transparency Report

In Compliance with the Clery Act and Michigan Law

Aquinas College is committed to a safe, inclusive, and respectful campus environment. In accordance with Michigan Public Act 366 of 2018 and the Jeanne Clery Act, the College publicly reports any findings of hazing violations involving student organizations or groups.

This report supports transparency, accountability, and the well-being of all members of the Aquinas community.

Hazing is any intentional, knowing, or reckless act directed against another person for the purpose of joining, participating in, or maintaining membership in a student group or organization — when that act causes or creates a substantial risk of physical or emotional harm, regardless of consent.

Examples may include:

  • Physical activities or acts of humiliation
  • Forced consumption of substances
  • Isolation or intimidation

Any activity that threatens a person’s safety or dignity
Aquinas College strictly prohibits hazing in all forms.
